Why Xenon has abnormal electronic configuration in various excited states
What do you mean by abnormal ?
It is in the excited state. So naturally the electron will rise form the ground state and move to the next excited state.
It is not abnormal. It is nature of any atom. When we provide energy the electron simply excited from its ground state
In ground state xenon will have its usual electronic configuration, but when you provide energy to the existing atoms, then electrons jump to the excited state. It's not any abnormal behaviour
