Yes @Sushant_Kumar_Mishra i think it is only ABC.Because if q>0,it doesnt have any tendency to leave the centre due to the positive charge distribution surrounding it.In all radial directions it is pushed 2wards centre.So even if a small displacement is provided it tends to return back to centre itself.This is what i think as it is displaced in the plane of ring .
But are "within the plane" and "in the plane " same thing as given in option D and A respectively.
Ya i do think it is same.As along axis means perpendicular to this plane.So within the plane cant definetely mean perpendicular to plane.
