So what I remember is that reaction with Pb(CH3COO)4 gives the same product as NaIO3 and in those reactions 'Chelation' was required in the mechanism and hence cis gem diol's give the reaction fastest among given options..

Oxidation with Pb(OAc)4 requires two conditions:
- (-OH) must lie on same side of the C atom[To form the Reaction Complex]
- (-OH) must be on Adjacent C [Breaking of C-C bond]
