I'm saying, you can start with whatever you want, just try to attempt one section together. You can go in any order.
Just don't do weird things like
1.a) then 2.b) then 1.c)

is it necessary to write each question in a new page ?
like if 1A Q1 in one page
then 1A Q2 in new one ?! even though lot of space will be left

Can be considered as a rule
Basically it's just because paper checkers find difficulty in counting overall marks of paper and take out anger on marks , that's what told by my teacher.
So it's better to follow it
But like many questions are one liners in the beginnings for 1 mark and all.. so after each one shud we turn page?
Also is it a necessary to draw margin in big sides fir English also (like we do for maths)

well those margins are never a necessity ... just for your text to be in the center (just like we use justify allignment in word)

Not.like it's a problem but I used to think that rule is only for writing part coz majority of Pages wud have got occupied in letters and stuff but.not in passage parts
